Recruitment in shortage occupations is a situation where there simply are not enough people with the required qualifications on the market – typically in trades, healthcare, transport, technical fields and part of information technology. In this case a job ad solves little, because suitable people are not actively looking for work. Four approaches work. Direct outreach to specific people instead of waiting for applications. Lowering entry requirements, with the company training up the missing part itself, which opens up a market an order of magnitude larger. Cooperation with schools and apprenticeship programmes, including internships and scholarships. And finally, retaining current people, which, given the shortage, is cheaper than any recruitment. Some companies also address the situation by employing foreigners, which comes with its own administrative requirements.
