The Register of Public Sector Partners (RPVS) is a public list maintained by the Ministry of Justice of the Slovak Republic, in which entities receiving funds or assets from the state above the limits set by law must be registered. Registration is not carried out by the partner itself, but by a so-called authorised person – a lawyer, notary, bank, auditor or tax adviser – who identifies and verifies the beneficial owner, that is, the natural person who actually profits from the performance. The aim of the law is to reveal the ownership structure and prevent the drawing of public funds through shell companies. In the practice of EU funds, registration in the RPVS tends to be a condition for signing the non-repayable financial contribution agreement and often also a condition for the payment of a payment request; the same obligation also applies to suppliers of contracts above the threshold. The data must be kept up to date – any change in the ownership structure requires immediate updating, otherwise there is a risk of deletion, a fine, and the suspension of funding.
