A Recovery Plan component is a thematic unit into which the plan is divided – for example, the green economy, education, healthcare, digitalisation, science and research, or effective public administration. Each component has its own allocation, its own set of reforms and investments, and a responsible implementing body, which is usually the relevant ministry or another central authority. For the applicant this has a practical consequence: the conditions, calls and contact points differ between components and are not managed by a single central authority as with an operational programme. The first step in seeking support is therefore to determine which component the project idea belongs to, and to follow that particular implementing body. The component's allocation is also a ceiling that can only be changed through a revision of the whole plan approved at European level.
