The building permit procedure reform is a systemic change to permitting processes aimed at shortening the time needed to obtain permits and simplifying their electronic handling. It includes adjusting the competences of building authorities, introducing an information system, and changes in spatial planning and in impact assessment procedures. For companies and local authorities, this is one of the most substantial reforms of all, because the length of the permitting process is the most common reason investment projects fail to be completed by the deadline set by a call. Transitional periods between the old and new regulation bring uncertainty that needs to be taken into account in the project schedule. The practical recommendation remains to start the permitting steps well in advance and independently of whether a specific call has already been announced. It is likewise worth monitoring the transitional provisions that determine under which regime a procedure already under way will be completed.
