Twinning and TAIEX are instruments through which the European Union passes on the public administration experience of Member States to partner and candidate countries. Twinning takes the form of long-term projects in which an institution from a Member State helps its counterpart introduce European legislation and build capacity, including by seconding a long-term adviser. TAIEX provides short-term expertise in the form of seminars, study visits and expert missions. For Slovakia, this represents a twofold opportunity: state institutions and their experts can get involved as providers of expertise, which brings both funding and international experience, and at the same time they can use these instruments for their own modernisation. Involvement is arranged through the national contact point, which keeps a record of available experts. Involvement is also worthwhile indirectly for companies, because it creates contacts in countries to which exports later flow.
