School building renovation is an infrastructure project aimed at reducing energy intensity, renovating the gymnasium, building specialised classrooms, or expanding capacity. The applicant is usually the founder, that is, a municipality, town, or self-governing region. Besides the usual requirements for settled ownership of the property and a final, legally effective permit, preparation involves a special circumstance – operation during implementation. The schedule therefore has to be tied to school holidays or requires temporary relocation of teaching, which needs to be planned and described in the application. For capacity projects, demographic development in the catchment area is assessed so that a building does not end up empty in ten years' time. Equipment financed from the same project is often part of it as well. The budget should therefore also include the relocation of equipment and temporary arrangements, which are commonly overlooked in initial estimates.
