The implementation system for the Recovery and Resilience Plan is a set of governing documentation that determines how the plan is carried out – who announces calls, how applications are evaluated, and how payments, checks, changes and the recovery of funds take place. The key point to know is that these rules are not set out in a single act as with EU funds, but precisely in this documentation, which is issued by the coordinating body and supplemented by the individual implementers' own manuals. For the applicant, this means two obligations: to work with the current version of the manual, which changes during implementation, and to respect that in the event of a discrepancy, the wording in force at the time of the given action governs. Changes to the documentation are published and are worth monitoring just like the calls themselves.
