The CERV Programme, in full Citizens, Equality, Rights and Values, supports civil society activities in areas such as equality and non-discrimination, children's rights, the prevention of gender-based violence, civic engagement, European historical remembrance, and town twinning. Typical applicants are non-governmental organisations, local authorities, research institutions, and networks of organisations. A particular feature of the programme is that in several calls it also allows projects run by a single entity without a foreign partner, which is an advantage for smaller Slovak organisations. Co-financing is low and part of the expenditure is reported as a flat rate. Applications are submitted centrally in English, with evaluation placing emphasis on a clearly described impact on the target group and on the sustainability of activities after the grant ends. Town twinning also has separate calls with their own rules, which are administratively the simplest entry point into the programme for local authorities.
