Preliminary information about a call for proposals is a document by which the managing authority announces in advance its intention to publish a call and states its indicative parameters – focus, eligible applicants, expected allocation, co-financing rate and approximate date of publication. It is not binding and the final conditions may differ, but for an applicant it has enormous practical value. Most preparatory work simply takes longer than the submission deadline: project documentation, permits, an energy audit, settling land ownership or securing co-financing cannot be done in three weeks. Anyone who monitors the preliminary information and the schedule of planned calls starts preparing the documentation several months in advance. Anyone who waits for the call to be published usually finds they are unable to apply for it.
