Programme financial plan

The programme financial plan is the tabular part of the programme document that divides the total allocation among individual priorities, funds and categories of regions, and sets the ratio of European to national resources. It also contains a breakdown of commitments by year, which determines the pace of drawdown and to which the rule on the automatic decommitment of unused funds is linked. For an applicant, it is useful as an indicator of where money is plentiful and where it is scarce: a priority with a high allocation and low drawdown to date is likely to have further calls ahead of it, while a nearly exhausted priority may no longer have any. Current drawdown levels are published in regular reports and, together with the financial plan, give a realistic picture of the chances of receiving support.
