Applicant eligibility is the set of conditions a subject must meet even to be able to apply for a contribution at all. It is assessed first, ahead of the quality of the project, and an ineligible applicant will not succeed even with an excellent concept. What is verified in particular is the legal form and scope of activity, the registered office or place of business, the length of time the entity has existed, the absence of arrears on taxes, levies, and towards health insurance companies, the fact that the applicant is not in bankruptcy, liquidation, or an undertaking in difficulty, the good standing of its statutory representatives, registration in the register of public sector partners, and the fulfilment of obligations from previous projects. Some conditions are demonstrated by a sworn declaration, while the authority verifies others itself in registers. There is a fundamental difference between a formal shortcoming, which can be supplemented on request, and a substantive failure to meet a condition – that cannot be supplemented, and the proceedings are discontinued.
