Clusters are the thematic areas into which the main part of Horizon Europe devoted to societal challenges and industrial competitiveness is divided. They cover health, culture and society, civil security, digital technologies and industry, climate and mobility, energy, and food and natural resources. Each cluster has its own work programme, usually published two years in advance, which sets out the specific call topics along with the expected results and budget. It is precisely the work programme that is the most important document for the applicant – it allows a consortium and a project idea to be prepared a year in advance, not only after the call is announced. Draft topics are, moreover, opened for comment in advance, so expert organisations and companies can influence their wording.
