An infrastructure project is a type of investment project focused on structures and networks – roads, pavements and cycle paths, water and sewage networks, public buildings, or energy distribution networks. It is the most demanding of all types to prepare. Three things are decisive, and none of them can be sorted out after the call is launched: settling ownership of the land, which for linear structures means dozens of owners and takes years; valid, legally effective permits; and project documentation with a construction budget. During implementation, construction supervision, records of completed works, and handling changes to the project that require the provider's consent are added on top. Municipalities that maintain a pipeline of prepared construction projects can respond even to calls with a short deadline; others miss them. Also reckon with the fact that construction prices change significantly between preparing the budget and the procurement, and you have to cover the difference yourself.
