A programme priority is the highest level of structuring of the Slovakia Programme and groups together measures with a similar thematic focus – for example transport, the environment, education, employment or innovation. Each priority has its own allocation, is tied to a specific fund, and is further divided into specific objectives, from which individual calls are then derived. This structuring determines which types of expenditure are possible at all, and what the co-financing rate is. For an applicant, orientation among the priorities has practical value for planning: if a plan does not fit into any specific objective, no call will arise for it regardless of its quality. Moving funds between priorities is only possible through a change to the programme, approved by the European Commission, so it happens rarely and only after some time.
