Renovation of public buildings is a group of measures aimed at reducing the energy intensity of buildings owned by the state, local governments, and public institutions – offices, schools, cultural centres, healthcare and social facilities. Support covers insulation, the replacement of windows and the heat source, recuperation, lighting, and increasingly also climate change adaptation elements such as shading and green roofs. Calls set a minimum primary energy saving, which must be documented by a project energy assessment. Historic and heritage-protected buildings have a special regime, where part of the standard measures cannot be applied and this is resolved through an individual approach in agreement with the heritage authority. The most common obstacle is unprepared project documentation and a missing permit.
