Audit and control in the Recovery and Resilience Plan

Control under the Recovery and Resilience Plan has two dimensions. The first is verification that a milestone or target has actually been met in its declared form – this is demonstrated by documents requested by the implementing body and, ultimately, by the European Commission. The second is the standard control of sound financial management, eligibility of expenditure, public procurement and protection of the Union's financial interests, that is, prevention of fraud, corruption, conflict of interest and double financing. The beneficiary therefore cannot assume that because invoices are not submitted to the Commission, documents are not needed – on the contrary, they must be kept and produced on request throughout the entire retention period. Shortcomings are addressed by reducing the contribution and, in serious cases, by repayment of the entire amount together with interest.
