A project change is a formal process of adjusting the approved parameters of a project during its implementation, initiated by a change request submitted through the ITMS21 system. Changes are classified by significance: minor changes, for example formal adjustments or transfers between budget items up to a set percentage, only need to be notified to the provider, whereas more significant changes – a shift in the timetable, an adjustment of activities, a reduction of measurable indicators, or a change in the place of implementation – require the provider's prior consent and usually also an amendment to the agreement on the provision of the NFP. Changes that would alter the nature of the project to such an extent that it would not have received support under the original evaluation, or that would breach the conditions of the call, are fundamentally impermissible. A change request must be submitted in advance, not used to legalise a situation that has already occurred; implementing a change without consent is considered a breach of contract, with the risk of expenditure reductions. Timely and well-justified communication of changes with the provider is one of the basics of project management.
