Project pipeline

The project pipeline is a list of applications for a non-repayable financial contribution that met all the conditions in the evaluation process and reached the required number of points, but for which no funds remained due to the exhaustion of the call's allocation – colloquially, these are projects below the line. Applications in the pipeline are not rejected; the provider may approve them subsequently if resources are released through an increase in the call's allocation, the withdrawal of successful applicants from contracts, savings from public procurement, or the transfer of funds within the programme. The order in the pipeline is governed by the number of points from the expert evaluation, so it is worthwhile to maximise the quality of the application even with a limited allocation. However, the wait may last from months to years, and the applicant has no legal entitlement to it, so a project in the pipeline cannot be relied upon in financial planning. A practical strategy is to monitor similar calls in parallel and, if a new call is announced, consider resubmitting an updated application.
