The Partnership Council is a regional body that prepares and approves the region's territorial strategy and selects the project intents to be funded from it. It is made up of representatives of the self-governing region, towns and municipalities, state administration, entrepreneurs, non-governmental organisations, and other partners in the territory. Its existence changes the procedure for the applicant: for integrated territorial investments, there is no competition in a nationwide call; instead, the intent first has to get onto the list approved in the region. What tends to be decisive is therefore early negotiation with the council's secretariat and the intent's consistency with the priorities of the territorial strategy, not the quality of the application itself. Deadlines and lists are published on the region's website and must be monitored separately, outside the central EU funds portal.
