The green and digital share is the requirement that a predetermined portion of the Recovery and Resilience Plan's funds be directed towards climate objectives and digital transformation. Every measure is therefore labelled during preparation – so-called tagged – with the extent to which it contributes to these areas, according to a common European methodology. The tagging is not just statistics: it affects whether a measure is included in the plan at all and how its objectives are formulated. For the recipient, this shows up in the fact that the call requires the monitoring of indicators that would make no sense for an ordinary project – for example the share of renewable energy, emissions savings, or the number of digitalised services. This data must be documented, because it is aggregated and reported to the European Commission.
