“Skills for the Labor Market” is a national project of the Central Office of Labor, Social Affairs, and Family, through which employment offices reimburse retraining and courses for both unemployed and employed individuals. It is funded by the Slovakia 2021–2027 Program—85% from the European Social Fund Plus and 15% from the state budget. The project’s total budget is €42,933,056.94, and it is expected to support approximately 38,000 people.
In this article, you’ll find an overview of the project: its three activities, budgets, who it’s intended for, what types of training it supports, which eligibility criteria the agency evaluates for each application, how long the project will run, how the version for transforming regions differs, and what requirements an educational institution must meet to be able to offer courses under the project.
In brief:

What Is the National “Skills for the Labor Market” Project
The National “Skills for the Labor Market” Project (project code 401400FGL4) is an active labor market measure pursuant to Section 54(1)(d) of Act No. 5/2004 Coll. on Employment Services. Under this provision, projects aimed at improving the position of job seekers and those interested in employment in the labor market—which are approved by the Central Office of Labor, Social Affairs, and Family and implemented by labor offices throughout the Slovak Republic—are also considered active labor market measures.
The goal of the project is to support the employability of people in the target group through training—based on an assessment of their individual prospects for entering or remaining in the labor market—whether this involves a return to the labor market, a career change, or a transition between their current and future jobs. It builds on earlier initiatives from the previous programming period (REPAS+ and KOMPAS+), but with an emphasis on digital, green, and in-demand skills.

The project is governed by two separate announcements: one for the retraining of job seekers (Activities 1 and 2, Announcement No. 9/NP ZpTP/RK-UoZ) and the other for the training of job seekers (Activity 3). The conditions differ in certain respects—we will highlight these differences as we go along.
Three Activities of the “Skills for the Labor Market” Project

Activity 1: Retraining of the Unemployed
The agency will cover 100% of the course fees for job seekers. The approximate average (indicative) cost of a single retraining program is €1,250—this is not a cap, but a guideline by which the office manages its allocated budget: if it approves more inexpensive courses, it may also approve more expensive ones.
Disadvantaged job seekers as defined in Section 8(1) of the Employment Services Act (e.g., those over 50 years of age, the long-term unemployed for 12+ months, graduates under 26 years of age, single parents, people with disabilities, people with an educational level below secondary vocational education, individuals granted asylum or subsidiary protection, and parents within 2 years of the end of their maternity or parental leave) may also receive a flat-rate allowance of 0.95 € per instructional hour, up to a maximum of 190 €. Eligibility applies exclusively to “face-to-face” courses—where the participant and instructor are in the same place at the same time. Disadvantaged status is assessed as of the date the application is received by the office.
Activity 2: Young people under 30 in the NEET category
This applies to applicants under 30 years of age (30 years minus 1 day) who are neither employed nor enrolled in education or vocational training. For advanced IT courses—that is, programs designed to develop specialized skills for specific IT positions—the project estimates an indicative average cost of €2,500 per participant for this group.
An important procedural detail: the agency assesses both age and NEET status as of the actual start date of the retraining, not at the time of application. The course start date must be scheduled with the applicant’s date of birth in mind.
Activity 3: Training for Job Seekers
This activity opens the project to people who are currently employed. According to Section 7 of the Employment Services Act, a job seeker is a citizen who is looking for another job or is interested in education and training for the labor market and is not currently registered as a job seeker. They are registered based on an Application for the Placement of a Suitable Job, which can be submitted at any employment office or online via slovensko.sk.
The maximum eligible grant amount is:
- €1,500 – for an accredited educational program in digital skills,
- €1,000 – other accredited training program,
- €800 – training provided by a certified educational institution (a non-accredited program or a program leading to a micro-certificate).
Self-employed persons under Section 5 of the Employment Services Act, full-time secondary or higher education students, old-age pension recipients, and disability pension recipients who have reached retirement age are not eligible for this activity. Compliance with the target group criteria is assessed twice—upon submission of the application and again prior to payment, as of the actual start date of the training.
80% of the activity’s budget is allocated to training in shortage occupations and in the fields of AI, digital transformation, and green transformation. The same percentage applies to Activities 1 and 2.

Which activity applies to you: three model scenarios
The course prices in the examples are for illustrative purposes only—the actual price is determined by the provider. The limits, flat rates, and indicative prices are those specified in the ÚPSVaR announcements.
1. Unemployed person retraining for a career in IT → Activity No. 1
A 38-year-old man who has been registered as a job seeker for 4 months. He falls under Activity No. 1 because he does not meet the age requirement for NEET. He is eligible for 100% of the course fees; the indicative average project cost is €1,250. He will not receive a lump-sum allowance unless he is a disadvantaged job seeker under Section 8(1); after 12 months on the registry, she would qualify as a disadvantaged job seeker, and for a “face-to-face” course consisting of 200 instructional hours, she would reach the €190 cap.
2. An employed accountant who wants to switch to payroll → Activity No. 3
A 45-year-old woman who is currently employed. She must first register as a job seeker. For an accredited program outside the digital skills category, the cap is €1,000; with an illustrative course price of €1,200, she will pay an additional €200, and the provider will invoice her for the full price. The course must not be conditional on a requirement from her current employer nor aimed at renewing existing certifications. She may not register a business even before starting the course—the office verifies this condition a second time on the actual start date of the training.
3. Young NEET under 30 → Activity No. 2
A 24-year-old man who is neither working nor studying after finishing school is registered as a job seeker. For a sophisticated IT course, the project estimates an approximate average cost of €2,500. Age and NEET status are assessed as of the actual start date of the course. If he is also a graduate under 26 years of age, he is considered a disadvantaged job seeker, and for a classroom-based course, he is eligible for a flat rate of 0.95 € per hour, up to a maximum of 190 €.
What types of training does the “Skills for the Labor Market” project support?
Three types of eligible educational programs
- Accredited Training Program (AVP)—implemented by a certified educational institution, accredited under Act No. 292/2024 Coll. on Adult Education, leads to a new professional qualification published in the National Qualifications Framework (kariernabrana.sk), and is listed in the register of accredited programs in the ISVD. A class period lasts 45 minutes, and a maximum of 10 class periods may be taught in a single day.
- Non-accredited educational program (NVP)—must be listed in the registry of non-accredited programs in the ISVD. All non-accredited programs funded by public sources must be entered into this registry.
- Program leading to a micro-certificate – must consist of at least 25 instructional hours; both the provider and the specific program must be listed in the relevant ISVD registry.
Each course must be organized and conducted through planned activities, have defined objectives, methods, and formats, be concluded with an assessment (final exam, test, interview, practical demonstration), and the issuance of a certificate of completion.
The registry of non-accredited programs does not include—and therefore the project does not support—in-house training, mandatory training in occupational safety and health, fire safety, and cybersecurity conducted by internal staff, nor conferences, seminars, workshops, and lectures without verification of results and certification.
Retraining does not include vocational training aimed at obtaining an educational degree under the Education Act or the Higher Education Act.
Forms of Education
The forms are based on Section 3 of Decree No. 405/2024 Coll.:
- In-person format – the participant and instructor are in direct contact: (a) at the same time and in the same place (“face-to-face”), (b) at the same time but in different locations via communication tools, i.e., a live online course, or (c) in a hybrid format,
- Distance learning format—the participant tailors the training to their own needs without a schedule set by the institution (e-learning),
- Blended format – a combination of in-person and distance learning.
For programs for which no accreditation or authorization is issued (typically transferable competencies—language, communication), only the in-person format is eligible. This restriction does not apply to programs focused on digital or green skills. A lump-sum grant for disadvantaged applicants is available only under option (a).
Priority Areas
The Office assesses whether the course will improve the applicant’s prospects in the labor market. Priority is given to:
- job positions in high demand according to the Labor Market Barometer, which is published and updated quarterly by the Alliance of Sectoral Councils,
- digital skills, including artificial intelligence—see also our article “AI Course with a Subsidy from the Employment Office,”
- green skills,
- the applicant’s individual needs, provided they reflect current or changing labor market demands.
What the project does not support
- a Class B driver’s license,
- the same or similar training for which the applicant received a subsidy under § 46, § 46a, or § 54 of the Employment Services Act within the previous 5 years,
- training for which another education-related grant has been provided for the same period,
- recreational education unrelated to the labor market,
- (Activity 3) renewal or updating of skills—language maintenance courses, extension of license validity, renewal of qualification cards, regular driver training, updating of certificates of professional competence,
- (Activity 3) training required by the current employer,
- modular courses for which no single comprehensive certificate of completion is issued.
An individual may receive support under the project a maximum of two times, but not simultaneously. The second round of support may only follow after the obligations under the first agreement have been fulfilled, and support should primarily be provided for sequential courses. During the project’s implementation, the central office may add additional types of retraining that will not be supported—particularly in light of the labor market situation and disproportionate interest in certain types of courses.
Eligibility Criteria: What the Office Evaluates for Each Application
Since there is no legal entitlement to the subsidy, the office evaluates each application on a case-by-case basis. When processing a grant application, it evaluates 18 eligibility criteria for job seekers and 20 for those interested in employment. Thematically, these can be categorized as follows:

In its assessment, the office draws on labor market demand, the Labor Market Barometer of the Alliance of Sector Councils, data from the sluzbyzamestnanosti.gov.sk portal, and from public job portals (profesia.sk, kariera.sk, etc.). For accredited programs, it draws information from the graduate profile published in the registry; for other programs, it may request the graduate profile from the provider. In justified cases, a designated employee of the Alliance of Sectoral Councils—an education advisor—participates in the assessment.
If, during a completeness check, the office finds correctable deficiencies, it will ask the applicant to correct them. If the deficiencies are not corrected, or if they cannot be corrected, the grant will not be approved. The director of the office decides whether to approve or reject the application.
Sample Justification for a Job Seeker
The justification is a separate criterion subject to evaluation. The following sample covers all the points that the office verifies in Activity No. 3—the relevance of the position to the course, the demand for the position, the connection to priority areas, and the absence of disqualifying circumstances:
I am currently employed as a billing clerk, and my current position offers no opportunities for professional advancement. I wish to transition to the position of payroll accountant, for which I lack comprehensive qualifications in payroll accounting and human resources.
The position is in high demand on the job market: as of the date of my application, there are [number] job postings in my region on the profesia.sk portal (Attachments 1–3: screenshots); the position is also listed as in short supply in the Labor Market Barometer of the Alliance of Sectoral Councils.
The job postings require independent handling of payroll tasks, knowledge of social security and tax legislation, and proficiency with payroll software. The selected accredited training program [name], comprising [number] instructional hours, leads to the following outcomes based on the graduate profile: [3–4 outcomes]. The program is listed in the registry of accredited educational programs in the ISVD; the provider is a certified educational institution; and the course concludes with an exam and a certificate.
The training is not required by my current employer, it is not intended to refresh or update skills I have already acquired, and I have not applied for a grant for the same or similar training in the past five years. I am not self-employed, a full-time student, or a pensioner.

Skills for the Labor Market in Transforming Regions
For regions affected by the transition to climate neutrality (the decline of the coal industry, etc.), a separate national project titled “Skills for the Labor Market in Transforming Regions” is underway, funded by the Just Transition Fund (JTF).

The eligibility criteria for applicants are similar to those in the nationwide project (100% of course fees covered, indicative average cost of €1,250, lump-sum allowance for disadvantaged individuals up to €190). The project focuses primarily on sustainable development, green technologies, and innovation, including the domains of the SK RIS3 2021+ strategy.
If you have permanent or habitual residence in the listed districts and are registered with the local office there, the nationwide call for applications does not apply to you—you must apply through the FST project call.

If the last day of the 30-day period before the course falls on a Saturday, Sunday, or holiday, this date applies for electronic submissions; for in-person and mail submissions, the nearest preceding business day applies. For reimbursement requests, the opposite applies—the deadline is extended to the next business day.
The budget is limited, and there is no legal entitlement to the grant. Therefore, it is not advisable to wait until the final months of the schedule to submit your application.
How to Participate in the Project (in Brief)
- Registration—as a job seeker or person seeking employment at the PSVR office.
- Selecting a course and provider—on your own, from the ISVD registers and the list of the Alliance of Sectoral Councils. The office does not select the course and must not communicate with providers during the selection phase so as not to give any preferential treatment; however, it can help identify training needs.
- Confirmation from the provider regarding the provision of training, including a price comparison (from two other providers, no older than 3 months, or an explanation of why it was not possible to obtain such a comparison).
- Application for a subsidy—no later than 30 calendar days before the start of the course, in person, by mail, or via slovensko.sk with a qualified electronic signature.
- Agreement with the office—without this, it is not possible to enroll in the course. Attachments include the training voucher, the request for reimbursement, the authorization for payment of tuition, and, for applicants, a specification of the retraining completed.
- You will submit the education voucher to the provider and complete the course. Applicants must notify the office of their enrollment within 8 days and remain on the registry until the course ends.
- Submit the request for reimbursement within 30 days of the expected completion date—the office will pay the course fees directly to the provider within 30 days.

When the office does not approve the subsidy
A decision to deny the grant is not a decision subject to appeal—there is no legal entitlement to the grant. However, notifications from the ÚPSVaR explicitly allow for resubmission:
If one application is rejected, the applicant may submit a new application provided that circumstances have changed in the meantime or that the application contains new information that could affect its approval.
Practical implications:
- Determine which eligibility requirement was not met—based on the table above. Without this, you will simply be repeating the application.
- Remediable deficiencies follow their own procedure: the agency must issue a request to address them before making a decision. If you received the request but failed to respond in time, the issue is procedural, not substantive.
- A new application requires a new course date—again, with a minimum interval of 30 calendar days. Therefore, agree on a date with the provider that allows for some flexibility.
- Multiple applications may be submitted sequentially, not simultaneously.
- The subsidy may be forfeited even after approval if you start the course before the agreement takes effect, you are removed from the registry, the provider fails to conduct an attendance check, the certificate is issued before the last day of the course, or you submit the reimbursement request after 30 days.
Job Market Skills from the Perspective of an Educational Institution
If you are an education provider and want participants to be able to finance your courses through the program, you must meet the following conditions.
Certification and Registries
- Be a certified educational institution pursuant to Section 10 of Act No. 292/2024 Coll. on Adult Education and be listed in the registry of certified institutions in the ISVD – the office verifies this for each application,
- be authorized to provide education in accordance with current Slovak legislation,
- have the course listed in the relevant ISVD registry (accredited, non-accredited programs, or micro-certificates),
- for digital and green skills, be included in the list of providers maintained by the Alliance of Sectoral Councils,
- provide training within the territory of Slovakia.
Pursuant to Section 4(1) of the Adult Education Act, an educational institution is defined as a school included in the network of schools and educational facilities, a university, any other legal entity whose business activity is education, or a natural person—an entrepreneur—with the same business activity.
Obligations toward the participant and the authority
- complete the Confirmation of Education Provision and attach a price comparison (correspondence or screenshots from two other providers of the same or a similar course, no older than 3 months); if it was not possible to conduct the price survey, clearly explain why;
- upon request by the Office, complete the graduate profile for programs that do not have it published in the registry,
- accept the training voucher from the participant no later than the first day of the course;
- for candidate retraining, complete the “Specification of Completed Retraining” after the program ends,
- issue an invoice to the participant (not to the office) stating the course title, the number of hours, the actual start and end dates, the training voucher number, a description of the service, and the IBAN—in Activity No. 3, always for the full course price, even if the agency pays less,
- in the event of interruption or early termination of the participant’s attendance for reasons specified in Section 36 of the Employment Services Act, invoice only the prorated portion of the course fee,
- Issue a certificate no earlier than the last day of the course,
- allow the office to verify attendance during “face-to-face” courses and cooperate with the process—if the provider prevents such verification, the office will not reimburse the course fees.
The office pays the course fees directly to the provider within 30 calendar days of the submission of a request for payment, based on a power of attorney from the participant. Course fees are not exempt from VAT under Section 31(1)(c) of the VAT Act.

Who can participate in the “Skills for the Labor Market” project?
Unemployed individuals registered with the employment office (including young people under 30 who are NEET) and job seekers—that is, also employed individuals who are not self-employed, full-time students, or recipients of old-age or disability pensions after reaching retirement age. Individuals aged 16 and older may participate in adult education.
How much money can I receive from the project?
Unemployed individuals: 100% of the course fee (the indicative project average is €1,250; for advanced IT courses for NEETs, €2,500), employed individuals: €800, €1,000, or €1,500, depending on the type of course.
How long does the “Skills for the Labor Market” project last?

Is the “Skills for the Labor Market” project the same as REPAS+ and KOMPAS+?
No. REPAS+ and KOMPAS+ were part of the previous programming period. “Skills for the Labor Market” is a project under the “Slovakia 2021–2027” Program with different rules and funding amounts. However, if you have received a grant for the same or similar training in the last 5 years, you will not receive another grant for the same course. Where can I find courses that the program will reimburse?
In the registers of the Adult Education Information System (ISVD) and in the list of digital and green skills providers maintained by the Alliance of Sectoral Councils. The office does not select a course for you.
Do I have to be unemployed?
No. Thanks to Activity 3, even employed people can take advantage of the project—as job seekers.
How many times can I receive support through the project?
A maximum of two times, but not simultaneously. The second round of support can only begin after the obligations under the first agreement have been fulfilled, and priority is given to consecutive courses.
Who decides on the application?
The director of the relevant Office of Labor, Social Affairs, and Family, based on an assessment of all eligibility criteria and the applicant’s individual prospects for success in the labor market.
